Ok… turns out it was the dimmer switch on the steering column just like @Barrman indicated. I pulled the connector to the switch and jumpered it, badabing badaboom the lights worked.
I have a new switch on order off Amazon.

They have never worked since I’ve owned the truck.
Testing the headlight connection I used the ground on the plug. But now that I think about it, I should have used another ground. You have me thinking it’s a ground issue near the headlight itself. I will do another test tomorrow and see if...
Introduction: I own 2 CUCVs, a 87 1028 and a 86 1009.
My 1009 has all lights functioning except the headlights.
I have verified/done the following:
1.) No power at the headlights. Verified with multimeter.
2.) I have power at the 30 amp headlight fuse under dash. Verified with multimeter...

My search on the net for Kelsey Hayes does turn up one company in Michigan that is a subsidiary of TRW, but it doesn't look like they have a retail outlet.

My first attempt at balancing was with 8oz of CounterAct in each wheel/tire combo, but that was obviously not enough. So I switch to the Centramatic balancers instead of wasting more money on the expensive beads. My tires have quite a bit of lateral run-out, so I still bounce...

I really should start out by telling ya, if yer lookin' fir a "Gas pump friendly"...
Glow plugs are 12v from the factory... and they are still 12v. CUCVs never came with 24v glow plugs. The resister took the 24v input and stepped the voltage down to 12v (assuming all GPs are working). When you do the resister bypass, you wire the GP solenoid to a 12v source.
