The M939-series and the M809-series frame extensions are different. They are not interchangeable as delivered. I have not done it, but there may be a possibility they can be modified.
These are the M809 specific extensions and brackets (w/ part numbers) you need to mount up the 20K winch.

You can drive an HV plated vehicle for maintenance and shows/exhibitions. Maintenance can mean anything from getting fuel to washing it to "exercising"...well...anything that moves. I highly doubt a LEO is going to follow to the pump or washrack.

I'm going with M61A2 (Its M809-series cousin is the M810). Both models have the same wheel base as their tractor, bolster and dump truck counter parts, but with a slightly long end frame like that of the rare M743/M815 bolster truck. They were frequently fitted with water or oil tanks.
