Just had that problem on my friends M925. Brake lights worked and all T/S worked except right rear. Had 24 volts at light but not blinking. Change T/S switch and problem solved. Wasn't sending enough current to operate light but was getting volts.

Check to make sure the trailer brake handle on the right side of steering column(opposite the T/S switch) is pushed ALL the way forward. ANY movement to the rear will apply the brake lights. Ask me how I know, cost me a brake light switch when I didn't need one.
