People can with a little practice, dig the bucket into the ground at just the right angle, then drive forward slowly in low which will raise the front wheels..but I concur it would be nice to lift the truck with that bucket with hydraulics alone, which in practice works on most front bucket...

Just a suggestion, but how about a three point hitch system that mounts in the bucket itself? This could be removed anytime, and the driver can see what is happening when driving in reverse. I am in the planning stages of building one, any thoughts as to pros and cons of this method?

FYI, when you first get a SEE, there may be air in the cylinders which impairs the ability to achieve the locked position, or to tilt the backhoe back onto the tractor. Air is worked out of cylinders by working them back and forth, and this is best done by using full travel of the piston...
You should be able to first have an observer watch to see if the clutch piston is moving its full travel and returning when you fully depress the clutch. The front brakes/clutch share a reservoir, and mine needed bleeding badly. Mine worked until cold enough to freeze the water in the lines...
