Pretty amazing that a search brings up nothing about the USMC and War Wagons. No pictures that don't have US Army on anything I hunted down... I did find the books by Jame Lyles.

After the air tanks are filled, you should have "dead quiet" in the system. Maybe take a picture of where the sound is coming from and hopefully we can get the leaking part identified.
It may be that the tank wasn't drained regularly and some rust and scale could be blocking the sealing points.

I've heard that the light tower gensets don't generate power as "cleanly" and other dedicated sets. Not a big deal if computers aren't involved. May not matter but investigating that possibility AND deciding exactly what...

Building the foundation with "air" between the foundation for the garage and the foundation for your generator room is a good plan. Helps isolate (vibrations) the generator from the rest of the house.

Need to know what kind of file you need to "feed" your cutter with. Guessing that it connects to a PC maybe? Lots of things like that will "eat" DXF files. If that is so, there are a lot of different programs that can create that file type.

What about taking the starter to a local Advance Auto or maybe AutoZone for testing? I wouldn't expect anything more than "good" or "bad" in that testing, but at least it would be worth a try - without throwing money at it.

I wish I had some magic answers. Sounds to me like the fields in the starter are weak - but without the tools to test with - it's just guesswork. The lack of a heavy electrical draw kinda says that is the problem - but is no more than a guess.

It might be worth a trip to a line shop and have a foot or so cut off and replace the hose ends. There are "skive" hose ends that allow you to do that at home (in your shop) too if you spend the time to find them.
Much better than scrapping all 20/30 feet...

Maybe unbolt the starter then with a pair of jumper cables - hook the positive to the big bolt and then touch the tail of the starter. It should spin like mad. BE SURE TO STAND ON IT so it doesn't jump away from you!
The bendix and be made to engage too, but this is a cheap quick test...

Nobody wants to do it, but think about these trucks and how they are treated in the service. If it is raining when the GI gets out of the truck - chances are good that the windows were rolled up. It it was a hot clear day, the windows are down. When the rain comes, nobody goes running out...

Other thing is to slow cook the batteries. They have been sitting around for who knows how long - and a good slow charge might bring them back from the dead. Other choice would be to remove them and drag them to a store that has equipment to load test them for you.
