Yeah, that's how I did the seal on my 5.9L in my Dodge, but the TM specifically said to mount the cover loosely, use the seal driver on the crank to center the cover, torque the bolts, then, install the seal using the plastic crank cover and the seal driver. So, that's what I did. We'll see...
