The 4 bolts have 4 "cone shaped" pieces on the studs that hold that plate in place. Generally speaking, a generous love tap with a 3# hammer should cause those cones to move up the stud. Be gentle with a pair of pliers and wiggle them out. Try not to "booger" them up...

Sounds really grand, but the California DMV is already having problems registering a HMMWV. I can't imagine that they are going to help you register a BRDM-2. Maybe you could register it in another state - but at some point in time - when you hit the road I can just imagine the CHiPs folks...
