If you "Cage" the brakes, you take them out of the equation. They will not apply once caged and hooked to another truck. That's acceptable for a short and slow haul but it should not be standard practice if doing a recovery that involves going into heavily traveled or populated areas...

HEMMT's run on 16R20's on a bolt together rim. You are correct on the 21, that's an LVS rim from an MK-48 or one of the trailers it would have pulled around. You can easily tell by the 3 pieces with two bolts a piece that hold the locking ring in place.
