Couple things. When you push in the transmission pressure charge button are you getting the usual kerthunk? Assume you have at least 90 psi air to the transmission? Did you try injecting some oil in the air line feeding the transmission? Issues with the 7155 are usually in the valve body...
If I am reading this right, you bought this truck and the only parts you plan to use are the front axle, a rear axle, and some of the frame. Maybe sell this and start with something closer to what you want? Those 4x4 crew cab Internationals come to mind like what the fire service uses.
Check the cannon connectors on the protective control box, there can be corrosion on the wires entering the connector pins which can lead to intermittent continuity you describe. Starter could be shot too.
Well what options do you have for attaching a military tow bar to the front of your pickup? I just installed M880 towbar adapters to the front of my Chevy 3500 for this exact purpose.
If you like doing things twice use POR. If you sand blast, use a red oxide shop coat such as Sherwin Williams ER61RC0036 and top coat with Sherwin Williams Kem Lustral Wrought Iron Flat black F65B50.
