They are mandatory in Canada. My Canadian Crown Vic has one on the back deck. I am pretty sure newer cars come with the anchor point standard for the back seat. I could be wrong on this but I know I have seen anchor points on newer cars.

Welcome, Your 1st EUC takes much longer then subsequent ones. I think it also depends on what GL person you have working on it. Some seem to take longer than others. I am near you if you need anything. Several of us in the area but I am probably the closest.

Most fax machines have settings on the quality they send. Most are set to send medium quality text. You must change the setting to super fine or photo and then they should be able to get it by fax. With this setting the fax takes about ten times as long but the quality is much better with photos.
