Do yourself a favor and while at the pc mark, mark the blower, that way you know it's approximate location and find it faster

Make sure the throttle is going full fuel (arm all the way up, it gets stuck sometimes)
With the injectors installed loosen the fuel fitting at the injectors and crank it make sure you get fuel to the loose fittings. Tighten them attempt a start.

The injection pump turns one turn for every two turns of a flywheel
When you put everything together did you bleed the pipes out?
If you didn't leave the fittings going to the injectors loose turn the pumps on and crank it when they get wet with fuel tighten them up

There's a cheat here, I have had the plunger get stuck and was able to free it up (as long as the guide isn't broken). Take the cap off the ip, below that is another cap, you'll need a 12pt 5\8 socket. Then underneath that is the delivery valve and holder (watch the spring too) once that is out...
The last one I had seized, I had to soak in gunk carb cleaner (it was getting rebuilt anyway) but it was a nightmare getting unstuck

The additional hash marks are for timing the button with the flow method those tell you how many button sizes you need to go bigger or smaller. Sounds like you found the timing groove in the gear so yes you are ready to remove it

The volt meter is reading the actual voltage. Check your selector knob there are 3 phase positions and single phase positions. If the set is in 3 phase and you are using the single selection it won't work
The 180 out comes in the play because the flywheel turns twice for every revolution of the injection pump so you can be lined up at PC but it's 180° out on the injection pump because it's not in the compression stroke

Okay this is super easy take the valve cover off and look at the rockers as close to the blower as possible the closest 2. Use a 5/8 socket on a ratchet to turn the blower wheel clockwise very slowly and observe the rockers when they are both in the same position you are on the compression...
