Also looks like you may have a bad fuel level sensor. I don't think the gage is normally that far left when turned off.
You'll know once you get your batteries installed. If it's bad its a pretty simple fix using an aftermarket marine style sending unit.
Pretty clean from what you showed so far. I assume ( hopefully ) that the exhaust pipe was taped over when you got it? Those engines are notorious for getting water into the cylinders when the flaps are missing, but I'd assume you would already know if the engine was seized and it looks like...

I'm back to suspecting you may have a skipped plunger guide, possibly even a plunger guide that has not only skipped once, but may be occasionally skipping additional times while you have been testing and troubleshooting.
This may explain both the odd running behavior as well as the fuel residue...

For the coolant bottle missing cap, The Walmart brand oil , Super Tech blue 5qt. jugs with the black cap ( cap ) is a perfect fit for the 802/803 coolant bottle.
For an 803 a group 34 battery will fit the tray and hold-downs correctly.
Group 51R will also work, but their size is better suited to the 802 battery trays.

If so, take that completely out of the equation, its only function is to press down on the throttle linkage when not energized to shut the engine off.
You only adjust it to make it press the IP linkage all the way down when off.

Nope, not correct. Essentially #6 and #11 are both referencing the same single check valve mounted under the clamp, right next to your oil pressure gage, just the first image isn't really accurate in it's orientation.

I agree that pump timing is not the issue. It worked before, so the timing button is correct and the plunger hasn't skipped in the plunger guide because it starts up and runs fine for a while. Skipped plunger guides are difficult starting and the heads get hot quick.
