I removed and cleaned the turbo. It started right up and I was able to move it. Next, I'll pressure wash it and make a plan to tackle the brakes and axles to see what kind of shape they are in.

Looking at the TM, the filter should not be open on both ends (assuming). I ordered the part number in the TM, and the filter I received is open on both ends and is short. Maybe I'm missing a part...

Fixed the fuel shutoff; the plunger was bent so it would not slide within the nut, and the handle in the cab was missing.

They sprayed paint over everything without removing large clumps of dirt or anything. It will get a good cleaning and move into the shop this weekend for a deeper inspection to decide a path forward.
I just got home and took a look at the M51. Well... the "All wheel drive. Starts, runs, drives and dumps well. This truck is ready to go" is a drastic over-exaggeration of reality. 50/50 If I'll part it out or get it going.
