3 lever light switch won't unlock

I just got my first trucks--2 M35s. Both seem to have the lock lever on the three lever light switch stuck in lock. Am I missing something? Thanks

well they could be broken. make sure your lifting the lock leaver up when trying to move the leavers.

Hold the lock lever up while moving the other lever.
