DD has a fuel shut off cable, correct? If so, leave the so in the off position, crank 'till you see pressure on the gauge, then light it off. Pull the clean air pipe to the engine, keep a co2 extinguisher or a board handy just in case the rack is stuck.

Pull both valve covers, and be sure the fuel control rack moves freely full travel. If not, the throttle will stick wide open because that is the position the governor defaults to when off (and trying to obtain idle speed). I had the rack stick on a 6-71 after only 3 years of storage indoors. Easy to fix, but can and does happen often.
