Yup those are from fire truck application and are pricy! Pactoolmounts.com model 1004.

They are PacTool (Performance Advantage Company) Clamps, available from the Mfg or your local Fire Department supply house, expensive though, You can probably get by with Quick Fist Clamps at 1/3 the price. PacTool does mold that Pioneer Tool Tray style clamp in a Coyote Tan now.
