Newbie to the Radio world so I apologize if this is a stupid question. Can someone tell me if the AS3900 antenna will work with a standard range civilian CB Radio, and get AM/FM Waves as well? I am looking to add one to my truck with a civilian radio communication setup.

Yes it will 'work' with CB, just not well. Design SWR of the '3900 in the range 30 to 80 MHz is 3.5 to 1 maximum. That's not good but probably will not damage the CB. However you are also out of band (CB about 27 MHz) so SWR will be worse. Designed gain of the '3900 is less than unity, that is, it behaves more as a dummy load than it should (by design, to avoid killing the transmitter).

If you want CB to work well, use another antenna.

Most any conductive metal object will receive FM.
