bad suppressor?

Hello All,

Looking around the electrical system to better understand it, I found what looks like a bad suppressor. Its a little connector between the positive and negative terminal junction blocks. Here's a pic or two:

My questions are:

1) Is that a good idea to replace that little suppressor?
2) What do I call it when I ask NAPA for a new one?
3) out of curiosity, what is its function?

From another thread ; The suppressors are for electrical noise suppression, it is just a capacitor. If you are not running radios they are not needed. the truck will work just fine without it.
