Welcome to the SS forums!
Are you buying a surplus truck or one that has been "worked over"?
Also it appears your caps lock was on, posting in all caps is considered screaming so you may want to edit the post.

oops on the caps lock.

I just won an auction on planet gov and am going to send it off to black dog customs.

I am planning a full build. Planning wrapping my head around it all now. I know the must have list is A/c, diesel heater, modern tires, seats, insulation and radio

Congrats on your HMMWV purchase. Which model did you get?

As to your query, GT Cepek are the only 17" rim that matches the factory offset on the HMMWV. They are a bit pricier than the rest but super nice, I run them on both my trucks.

Also worth pointing out that switching to a 17" rim vs the military 16.5" opens up a whole bunch of new tires to purchase. Those 17" tires will be cheaper than the 16.5" versions and most ride better.

Congrats on your purchase !
I can only agree about switching to 17" rims.
I have also decided that for one of my trucks that still drives on 16.5 MT it would be a better deal to switch to 17" and extend the choice of tires. Steel rims are relatively cheap and I'm looking for a road truck tire that would do good on sand and found tons of options in 17", for instance Firestone Transforce etc.
