Could a lose belt or a shaking belt tensioner cause this issue?

I am really thinking out of the box here. I am a newbie and learning as much as I can.

Isnt the speed sensor on the crankshaft? You can remove the belt and still have 700 rpm at idle. You wont have water pump, fan, charging, etc. but the engine will still run.
