2. Problem:
A. Reference SOUM 06-028 states IBIS TEK tow bars are unauthorized for use and should be disposed of. This message is to provide updated information and user actions as it pertains to the new IBIS TEK tow bar, PN 2509-400-001 and its use on UPArmored HMMWVs. PM-LTV in conjunction with U.S Army Development Test Command (DTC) and US Army Aberdeen Testing Center (ATC) has completed testing of a new version IBIS TEK tow bar, PN 2509-400-001 on UPArmored HMMWVs. This testing identified several hazards, however, that are noted under User Actions below.
B. This SOUM applies only to the use of the IBIS TEK tow bar PN 2509-400-001. All other IBIS TEK tow bars are unauthorized and should be disposed of. Reference SOUM 06-028.

3. Should Commanders determine the mission requires the use of this product, Part Number 2509-400-001, in lieu of the Army standard tow bar, a Composite Risk Management document should be developed in accordance with FM 5-19. Document the acceptance of the minimum II-C (Hazard Severity: Critical - Hazard Probability: Occasional) as determined by the Program Manager Tactical Vehicle Safety officials.
Recommend Commanders put in place and adhere to the following User Actions in order to mitigate the high risk hazards identified during testing.
User Actions:
A. Unit Commanders should be aware of the following:
1. Use of IBIS TEK tow Bar Part Number # 2509-400-001, Cage Code (1SC69) is only for HMMWV to HMMWV applications.
2. Two people are required to install the IBIS TEK tow bar. The tow bar weighs 60 pounds.
3. When the tow bar is stowed in the front vertical position a positive locking ratchet strap should be used to secure the tow bar verses the nylon straps provided. This is to prevent the tow bar from coming in contact with the ground while in motion.
4. The Operators should wear gloves when removing the rear hitch pin on the rear bumper tow bar holder.
B. Before Operation: Preventative Maintenance Checks and Services.
1. Inspect the Tow Bar Ring Hitch Assembly for wear. Replace with Part Number: 2509-700-001 when ring thickness wears below 1.25". Use a caliper micrometer, outside, NSN: 5210-00-243-2933; which can be found at the field level.

2. Utilize tow chains instead of the nylon straps.
C. During Operation of Vehicle:
1. Monitor and limit vehicle speeds to 20-mph when towing a HMMWV.
2. Limit vehicle operation on V-ditch type obstacles when towing a like HMMWV.
3. Limit vehicle operation on grades no greater than 20-percent and side slopes no greater than 30-percent when towing a like HMMWV.
4. When towing, stopping distance will be increased.
D. After Operation of Vehicle:
When parking the HMMWV on a grade or a slope, utilize wheel chocks in conjunction with the parking brake.
E. Unit Commanders, contact your local TACOM Logistics Assistance Representative (LAR) or your State Surface Maintenance Manager upon receipt of this message for assistance. For assistance in locating your TACOM LAR, see paragraph 6C.
4. TACOM/PM actions: N/A.
5. Supply Status:
Any requisitioned items needed to configure vehicles back to standard/original configurations shall be done so at the unit's expense.
