Yeah, it's common for the state police to do an inspection on a found vehicle with no title, a salvage title that was rebuilt, etc. they basically see if it's road worthy and issue a replacement then plaque or a new VIN number if it's something like a kit car.Maybe stolen, but just as likely someone bought it for drive train, never bothered to get a title, then someone made a truck out of residue and some old parts, and a VIN plate that matched a title they had kicking around.
Not sure how that gets sorted out. I did a cab swap on a '66 K-20 I fixed up, and there was process that involved a state police officer inspecting truck, my title, & old cab. Was decades ago, so I don't remember the details.
