That was along my line of thinking as well. Not so much worried about a mist as vapor though. How bad does kerosene vaporize when heated though? This may just be a series of stupid questions, but better to ask and get scolded than to burn my house and property down just giving it a shot.
You need to force kerosene through a nozzle to turn it into a mist. Then burn the mist.

Have you considered using electric water heater elements?

I believe that this is how some of the Hunter diesel space heaters work; electric vaporizer. You could research the vapor pressure of each to get an idea of the difference but it seems like a sketchy plan unless you have the correct infrastructure.
