Colorado S.B. 19-054

Military Vehicle Motor Vehicle Regulation
Concerning the regulation of surplus military vehicles for the purposes of operation on the highway, and, in connection therewith, making an appropriation.
The bill defines surplus military vehicles as off-highway vehicles for the purposes of titling these vehicles and of using these vehicles off road. These changes in the definition do the following:
A surplus military vehicle may be titled as an off-highway vehicle;
A surplus military vehicle is not registered as a motor vehicle;
A surplus military vehicle is treated as an off-highway vehicle for the purposes of on-road use and off-road use.
These changes do not apply to military vehicles that are valued for historical purposes.

Hawaii House Bill 323

RELATING TO MOTOR VEHICLE REGISTRATION

Classifies certain former military vehicles as special interest vehicles. Enables owners of former military vehicles to apply for registration. Makes conforming amendments. Effective 7/1/2051.

Nebraska L.B. 156
NEBRASKA BILL TO ALLOW MILITARY VEHICLE TITLING SIGNED INTO LAW
With Governor Pete Ricketts’s signature, legislation (L.B. 156) allowing for the titling and registration of former military vehicles became law. The new law defines a former military vehicle as a vehicle that was manufactured for use in any country’s military forces and is maintained to accurately represent its military design and markings, regardless of the vehicles size or weight, but is no longer used, or never was used by a military force. Previously, these vehicles were not allowed to be registered or titled for on-road use in the state. The new law paves the way for enthusiasts to preserve and share patriotic American history.

Minnesota S.F. 179

Title for Decommissioned Military Vehicles

S.F. 179 amends the Collector Military Vehicle law to allow decommissioned military vehicles that were also manufactured and sold as a civilian vehicle and has the same size dimensions and weight as the comparable civilian vehicle to be registered as a standard motor vehicle.

West Virginia H.B. 2657

Registration of military surplus vehicles.
The purpose of this bill is to provide for registration and use of military surplus vehicles
Military surplus vehicles registered under this section shall not be used for general transportation purposes, but may be used:
(1) For participation in off-road events, on-road club activities, exhibitions, tours, parades, and similar uses; and
(2) For the purpose of selling the vehicle, obtaining repairs or maintenance, occasional pleasure driving, or transportation to and from events as described in this subsection.

I was looking at Minnesota’s current state statues and I’m wondering if the law finally changed in 2019 for Humvees. Here’s what I see:

168A.02 APPLICATION; REGISTRATION AND RENEWAL. b A decommissioned military vehicle that was also manufactured and sold as a comparable civilian vehicle, and has the same size dimensions and vehicle weight as the comparable civilian vehicle, is eligible for a certificate of title under this chapter

I purchased a previously owned m998 today. I’m rolling the dice and going for it. I’ll report back what my dmv allows me to do.

So when you google Humvee Minnesota it pops up a government notice saying they’re illegal.
Spoke with my dmv today and that form is likely outdated. Too bad it’s one of the first things to pop up when you search.

Here’s what MN DMVs email said.

Thank you for contacting Driver and Vehicle Services.
As long as the humvee meets civilian requirements and does not have any military modifications still installed, it can be registered.
