The Israelis have a similar system for burning optics. I forget the name and my google luck seems to be gone. I know one is aircraft mounted and designed to destroy optics on IR missiles.
The Navy/Air Force has a few new FEL toys that are quite impressive. ABL has languished because the chemical laser has been surpassed. I'm guessing they are waiting for one of the new reactors... like Polywell WB9... to come on line to feed them. (As well as the rail guns)
The tech has outpaced the military procurement at an increasing rate. Things have to change.
