Per Federal Register, they are to provide reason(s) for rejection. Commerce control it (dual use) and US Munitions List items are restricted to prevent their use against US or allied forces. The investigation is primarily to preclude violators of export controls. The phone/physical address/utility check establishes legal residency since "shell corporations" don't usually pass.I haven't ever heard anyone say that they were rejected. I think the rejection mechanism is to simply not give approval, and let the clock run out.... That way BC never has to justify their determination.

I lost 3 trucks that way. Tried to find out why but they don't tell you. Never had a problem in my life with "the man" so I gave up.I know a guy, a SS member, who had one rejected. Lost a sweet truck because of it. They said his paperwork did not match his address although he had lived there for years. Got it straightened out later but they had resold the truck. I did not get the letter, I did have the the class 1A clearance at one time but had not used or renewed it since the 70's. Maybe that is why my first ine went through so quickly? I doubt it. I attribute it to luck in my case.
