Engine shutoff cable question Cummins 8.3

I have been looking through the TMs, but I apparently don't know the correct search term for what the question I have:
On the emergency engine shutoff cable, I know pulling it out is supposed to shut the engine off.

While going over my engine today, I looked at the position of the cable etc and it pulling the lever does nothing as the adjustment screw is moved all the way back (circled in red).

With that said, my question is this: by pulling the lever, the assembly should allow the "piston" on the solenoid to move out, killing the engine, correct?

Is the default position of the assembly pushing the "piston" in or letting it be out? If the assembly is supposed to kill the engine by letting the piston move out, then my truck shouldn't start, but it does.

I guess the main question is: what position is the piston supposed to be in for normal operation.

Pulling the lever moves the wire right now, but nothing occurs as the nut is backed so far off.

Loosen the screw and move the wire stop closer to the fuel lever. Mine was like yours and when i pulled my shut off, the wire would come out into the can and dangle. I nipped the end off the wire and put a new stop on, and found a happy medium so at normal operation, the stop was about 1/8” from the lever, allowing less distance to be pulled to shut fuel off.

Since i rmvd my shut off solenoid, the emergency is the only thing i have to shut fuel off.

OK, but it seems by pulling that wire, it would move my solenoid into the position its in right now.

It is correct as is. No action required.

Truck is not running in the pic, and the master power is off, thus the fuel is in the shut off position by means of the solenoid. The cable in contrast, is in the run position.

Pull the shut off and then have a look at where the cable is. Conceivably you may have an extra bit of slack, in which case you can move the clamp.

OK, I had the truck off in that position. Tomorrow I'm gonna have it running and see where everything is.
