export of military vehicles (m998) from usa to canada

i am doing research into bringing several hmmwv up to canada for a business opportunity. so far my conversation with gov planet is that only us citizens can buy from auction. fine. there are other avenues for purchasing, although i'd like to be eliminating as many middle men as i can.

the big question is export. gov planet states that export is restricted by the commerce department. is that because technically the vehicles are not titled?

does a title completely demilitarize the vehicle and make it exportable?

what is the process, for a foreigner, to buy a hmmwv and get it out of the states?

I've sold Humvees to Canada and my business has all the paperwork to do it legally.
