I think what he was refering too is a requiremnt for secondary containment around the tank to contain a spill. The reason you see above ground tanks tanks sitting in a box or inside a berm. Its been too long since I had to deal with EPA codes to know for sure but I thought they had to be 110% of tank capacity. I dont know if it would apply to private parties or the amount of fuel you have on hand.

The big bottom plate of the 600 gallon tank is for the hookup to the pumping unit, the small screw outlet is to drain off the water that will accumulate from condensation. You can get a brand new gasket for the manhole cover from Clay & Bailey in Kansas City, MO. > Clay and Bailey - Casting is an Art -

I just bought the entire type 2 manhole cover from them ~ $650 including S&H. My Type 1 had broken locks so it could not be secured.
