It seems this line spits out a very small amount of fuel, is it a return line? If so, where is it supposed to go to?

Fuel return line at back of block?

It is a return line. It t's into the fuel line from the tank, using a special 6-4-6 nylon t that I could not find in the US(Belmetric did not have). I ordered 5 from Europe. PM me if you want one for $8.

One of the technical advisories warns that this hose and fitting is easily broken when the doghouse is removed.
