My horn worked intermittently, then quit altogether. Today I took some time and started troubleshooting. Removed the horn, connected it directly to the batteries, it worked fine.
Checked to see if I was getting a good ground at the horn via the wiring harness and I wasn't.
Going on advice from others, I disassembled the horn and pulled the steering wheel.



Needless to say, the metal ring was nasty. I cleaned it up and checked continuity all the way down and it worked. The button worked fine and everything was in order.
But still no "beep beep".
At this point, I called @G744 as he is an excellent source of information.
Unfortunately, we couldn't figure out what was going on. The dang thing wasn't getting ground, and we couldn't figure out why. I could hook the nut in the steering column directly to ground and it worked. Disconnect it, no love.
I called another buddy who is restoring 3 M715s and he said it was weird I was having this issue, as he just repaired one.
It turns out the steering column is grounded to the frame via the connection at the steering box. On the rag joint is a metal bushing(?) Plate(?) Weird bolt that has metal that connects the two shafts across the rag joint that had broken.



I ran a jumper wire across them and voila... *beep beep*.

This is a temporary fix until I get the correct piece to properly repair it.
So..... before you disassemble your horn, check that rag joint.
