plastic polish. just look for something to clean convertible top windows. You can find it at a Jeep dealer if nowhere else.

Meguiar's PlastX worked great on mine. Really cleaned off a bunch of staining on them.

You can find it just about anywhere. Walmart, O'Reilly, Advanced, and Auto Zone all have it.

I used to have a jeep and that was the worst part of owning it. The suggestions so far are about the best you can do. Meguiar's is about as good as it gets, but sadly the results are temporary especially when the plastic fogs all the way through. If you have a boat shop or automotive trim shop near by you can stop by in the winter when they are slow and see what they would charge you to sew in new clear vinyl. I did that once with a window that got cut. It wasn't cheap, but cheaper than a new top.

I second PlastX, it worked well. You have to re-do it from time to time, but it does indeed work and is affordable. I also bought some 2mm clear boat vinyl when Hancock Fabrics was going out of business earlier this year and will stitch it in when things get annoying in terms of cleaning regimen or effectiveness.
