The power steering works when you give it gas which is building the pressure needed.

My 2 cents. If you are getting enough pressure to move the tires when you rev the engine, then your pump is not putting out enough when at idle. Could be a bad pump, or leaking relief valve. Does the Hydroboost work ok? What happens when you pump the brakes while at idle? Are all the high pressure hoses hooked up in the proper sequence?

New pump installed due to the last one going out.
When I pump the brakes everything works as it should.
Brand new Hydroboost.
As far as the hoses not to sure on that.

I also have no leaks or noises at all. When lifted in the air the tires move freely with no issues.

Any progress on this? Just wondering... I had a pressure line slightly loose, maybe less than 1/2 turn, enough to suck air in and cause an airlock in the cooler. Once tightened, and properly bled (most important part, I thought I was topped off, but ended up filling another 2 cups worth while bleeding and no more air intrusion), now it works like a champ...

No I’m so stuck right now. I cannot turn the wheel whatsoever when the vehicle is at a dead stop. When I jacket up in the air, I have no issues whatsoever of course but It also seems when I turn it on and off while in the air the power steering seems to help a little bit.

You need to pick up a power steering analyzer, they come in the HMMWV tool kits, 57K0267 and 57K0268 and test the pressure/flow of your steering pump.
You should at least have the kit 57K0267 to properly maintain your HMMWV in the the first place, I see one on fleabay for $400 shipped, if you look around you may find one cheaper, that kit has a ton of useful tools that will help you maintain your truck, the 57K0268 kit is more comprehensive and even includes a motor lift device which most folks will never need.
Just because you have a "new" pump does not mean it is working correctly.
I have also seen the PS analyzer kit sold separately for under $100 but suspect they may not be complete..

**UPDATE** When I had the replacement power steering pump replaced it was determined that pump was 1500PSI. After doing some research I replaced it with a 1900PSI pump and BOOM now it’s working. What a headache but the extra 400PSI was the fix !
