Okay I got it to top dead center on the compression stroke and I verified the timing mark on the bouncer and in the advance unit in the injection pump.

So I pull off the fuel shutoff cover and I see that the plunger is stuck in the off position. So I push it back to the run position hit the starter in the engine immediately fired up and went full throttle. I stuffed a sweater in the air intake ( I already had it pulled in preparation for potential event like this). That didn't work so had to reach inside the pump to engage the shutoff rod manually.
So apparently I have it timed right but it's only full throttle.
