Anyone know how I can get all the paint off without destroying it?

Cool. I would try to flake it off with a plastic pointed object such as an electronics probe. Using chemicals will lift the black paint from the metal plate.

I would contact an art painting restoration company and see what they would charge. They handle million dollar items. I'm sure they could fix the plate.
