Is an Engine Speed sensor necessary?

By the way, here's the function of the speed sensor's
There are two of them, one on bell housing that we've all been discussing and there's one midway of the tranny.

They are there to keep someone from shifting from 7th to reverse at a high speed. Or from 7th to 1st. It will inhibit the shift until speed has come into a safe speed to make the shift.
