Just got a m1082 trailer. Brake question.

So I just picked up a trailer from gov planet. Everything seems to work but I don’t understand what the push/pull valve does on the right side in from of the tire. With the truck is connected, the button is out and doesn’t stay out when pushed. With the truck disconnected, the button will stay in either position.
What’s it for? Is it functioning properly?
My thought is it is meant to release the brakes without the truck as long as the trailer tank still has pressure. ( it doesn’t do that) I searched the TM with no luck.

On my M1082, that is used for releasing the brakes when the trailer is not hooked up to the truck, and it works on mine.
