Light switch question

I am getting my deuce project finished. Having not driven it in a while, I am having an issue with the lighting....I think.
I can't seem to make the front running lights and the headlights work at the same time with any combination of the switch levers. Is this suppose to be? Or , does my switch have issues. I can have rear running lights with headlights, front and rear running lights with no headlights, but front and rear running lights with headlights is a no go???

Headlights and amber marker lights will not run at the same time by design. Your light are working correctly. There are several mods to make them run at the same time. A couple of threads document this very well.
