Looking for M923A2 serial, vin number

I am trying to get my titles but am a little confused. There is a plate on the dash on the passengers side.
I can find numbers on one truck by the steering box. It does not match the plate at all.
the plate on one says
23/01473
this is the identification number
The number on the frame is nothing like it.there are two together.

That 7 digit # is the vin#...Alot of the m923a2s dont have vin#s by the steering box.

Any numbers on the frame that go vertical are the part/code#'s for that side of the frame. Vin's run horizontal and are not as deeply stamped as the part # and a lot of times sanding or stripping is the only way you can find it. Mo MV Man has a great picture #1
