That looks like the shovel was put there to help clear the bed if it was in the "dump" position. At least that's what I'd probably put one there for... Doubt that it was meant to be there for regular MV use...

Some shlub probably put it under there on day is haste, not having a good place to store it and forgot it. I'd rather have a shovel there when I need it than have one 200 miles away in the garage.
