Thanks Gimpy, I think I got it (good enough): internal dampener shown
Careful heating with a torch to bend the parts back around and several steel blocks and shims in a hydraulic press made it happen; took about half an hour. I took it for a test drive with an S-250 shelter in the back (about 775 pounds); got up to 65 mph in steps and no fishtailing even after causing it on purpose. Also three "emergency" stops and no pulsing or other braking problems.
Best of both worlds. With this setup I can adjust to many different heights and I also used two 5/8" class 3 retaining pins for the 3" Lunette for quick install/removal.
