There are bolts mounted on the fan clutch that you can remove and use to lock the fan in place. That will keep it engaged all the time. Usually used when, for some reason, the clutch won't engage when the temp get high enough. Have you checked to see if they are in place?

With the engine off and the air bled off, the fan should turn by hand. If it won't turn, check for the bolts WM talks about.
