M923 Starter Issue

That clicking and the 11V sounds like dead batteries. There is not even enough power being supplied to hold the solenoid engaged against its internal spring. Your load test seems OK. Was the 11V drop measured at the starter? I am guessing so from the video. Repeat the test and measure the voltage at the battery end. If it stays much higher there, your problem is in the cables or their connections. How old are these batteries from their new date (not reman date)? Check all the connections after a few crank attempts, and feel if any are hot. If so, that will help to highlight the problem.
The batteries are new as of 8/13 and 2/14, commercial batteries. They've been cranking my M931 without any issue. The 11V drop was measured at the starter yes. I'm hoping it's a wiring issue as that would make sense being jolted hard and loosening up.

The broken ground lug certainly is not good. I have a starter I could rob off of a 5 ton multifuel if you really need it.
I may be in need of one but I'll have to do more tinkering over the next few days so I don't get heat stroke. Every time I read this thread I'm hopeful the problem is something stupidly small then I read it could be a bad starter and I'm like..

I got a neat idea for you. Take one end off the NATO cable. There are lugs inside at the end of the wires. If they fit the terminals on the starter connect them directly to the starter. Then plug the NATO end to the other truck. Now you have good cables feeding the starter. Try starting the truck. You can probably plug the NATO end into the truck you are trying to start. to see if your cable from the batteries to starter is bad.

Long due update. Pulled the starter and took it to the shop for a rebuild yesterday. The armature was the main issue but the bushings were toasted enough to need replacing. Running the numbers it was cheaper to get a remanufactured Delco 50MT and the problem was solved. Starts faster than any MV I've seen. Thanks for all the input everyone.
