The handle might also be out of adjustment. John Winslow once had an M936A1 that wouldn't engage at all (HIGH or LOW)...it was only an adjustment issue.

I had one that the linkage was frozen by rust. You had to go underneath, disconnect the linkage and manually shift from low to neutral to high with a prybar or soft hammer. Since I almost never needed low range, it really wasn't an issue. I actually started to bend the shift handle before I found that the linkage was frozen.
