Mep-804a starts but won't run

I've done a bit of research and found out the wires in the above pic go to a linear actuator, which I assume is acts as the throttle. The wires go to a Woodward control box. Terminal 9 and 10 go to the actuator but have no voltage when the main switch is in aux prime/run, or prime /run.

I wasn't holding S1 in the start position after then engine started. You need to keep it engaged until after the oil pressure gauges sees 40psi(I think 40)

all those military gen sets have a starter lock out. when in start the safety switches are bypassed and field flash happens. if you don't hold the switch up until you have oil pressure and the frequency meter pegs than comes back to 60 hz its not going to run right. those of you with utility generators remember start up and shut down should be at 60 hz or you risk blowing your voltage regulator.
