MEP 805B Voltage out of synch

One generator ran well for a week. Then phase 1 got out of synch with the other two phases. Double. Phase 1 is 214, b and c are 107.
I swapped out a good voltage regulator. No change. Sometimes it will fix itself. Any ideas?

Do you have a load applied? Check your neutral, ground, and the bond in-between.

What position is the TB1 in? Where are you taking your measurements at? Or are you using the gen set meter?

Load is applied. Neutral and ground are hooked together on all three generators.
