Mep 831 testing gov control module

Quick question, the tm states that equipment condition is battery cables disconnected prior to testing. My question is how can i feel voltage from the module to tp31 when batteries are disconnected? My mep will not stay running, keeps shutting down and occasionally it will have a overload short circuit light. Also, when i try to shut it down, the switch and emergency stop do not work.

If it won't stay running with no battery I suggest troubleshooting the 24v power supply/battery charger on the unit. Sounds like its not making any juice.
