The column with the higher per axle load weights is for dual tires (4 tires per axle) so if it shows up in a jumble when you read it you should be able to figure it out. Note near the bottom of the page where the guy is asking for pictures.

Hi Lance,
I forwarded your email to our Military Products department; here is a copy
of his response:
If the load per tire is 3000 pounds (6,000 pounds per axle) your highway
inflation pressure should be 43 psi (cold) and mud/sand/snow pressure should
be 23 psi (cold) with the speed being limited to 19 mph. For 4000 pounds
per tire (8,000 pounds per axle), 60 psi (cold) highway, 35 psi (cold)
mud/sand/snow, again with the speed being limited to 19 mph.
