Just spied this here at Port Everglades. We are in the closing hours of fleet week and some odd stuff is popping up. This one was by far the most unique. This is not a test vehicle but an actual issued vehicle. Sorry, couldn't do much more for pics, I'm here in a professional capacity.

Hmm. Haven't seen anything like that rolling around Detriot lately... Saw lots of trucks from the old program, based off the last gen Silverado. It was termed "Enhanced Mobility Package". You'll find some manuals if you do a web search, but not much else.

On the EMP trucks, the wheels were two piece Hutchinson's with a runflat insert that also was a beadlock. Heavy as heck, but solid.

I think some of the trucks had CTIS too, but I don't think that went far. They had cool HD bumpers front and rear, about 4" of lift, 33's, hydraulic jounce bumpers, and some extra electronics, but were otherwise stock crew cab shortbox duramax trucks.

I think Canada bought some slightly more civilian versions to replace whatever they had for cucv's... No lift, just bumpers and paint and some electronics. Some may have gone to border patrol too, for use in the desert states.
That's about all I know...

Wouldn't happen to be USS Ashland to the right ?
As a matter of fact it is the Ashland! Good eyes! Fleet Week should have been referred to as Fleet Weak this year. Ship turnout was poor. We had a Canadian oiler, HMCS Preserver, a Coast Guard Cutter USCGC Tahoma , the USS Ashland, LSD, the USS Forrest Sherman Guided Missle Destroyer and the USS Toledo nuclear sub. Previous years turnouts were much better.

When you have done time on it, it's easier to spot. We even had the opportunity when the hurricane hit Homestead to do some swimming inside the ship near Eluthera while rebuilding various structures there. Afterwards there was no swimming once we left to go to Miami for help rebuilding a high school near Homestead.

LOL, it wasn't stenciled for damage yet. I think GL does those stencils in that deep penetrating chalk.
