There's a clue it looks like its neighbors they are sitting up on blocks .I think they are moving it .

Maybe they wanted to build a mother in law home and couldnt get permits for a permanent structure and found a loop hole. I've seen something similar with a giant table and chairs in a field for shade in the pasture where permits wouldn't be granted. Pretty cool either way.
